Idea for a comfortable, easy fitting skirt.

Having noticed clothing my daughter bought for my granddaughter, aged five I thought what a good idea if it was used to suit the more mature lady. It consists of a vest-like top (nylon/ polyester), with skirt attached, which is worn with a jumper or cardigan. Having suffered uncomfortable waistbands, buttoned and elasticated I would gladly purchase some, but havn't come across any. Are they on the retail market or have I come up with lucrative idea ?.
